This phrase forms part of a brief description of a poem by Carlo Porta entitled "I desgrazzi de Giovannin Bongee". I'm not familar with the verse and although I have found the full text of the poem online, I can't make head or tail of it, as it is written in Milanese dialect.
"I suoi capolavori si chiamano I desgrazzi de Giovannin Bongee (storia di un ingenuo popolano **offeso negli affetti familiari** ed incarcerato dagli sbirri arroganti)"
