Nothing to do with the "Direction des Journaux Officiels"!
From a statement from a PR agency:
"La direction des journaux et leurs rédacteurs mandatés sont seuls juges de l'intérêt des informations qui leur sont communiquées."
Who might the "directeurs" be presuming that the rédacteurs are the various editors?

my understanding is that we mean the board of directors (the decision makers) of the publishing newspaper

Newspaper editorship
I see many of you, friends, agree on "newspaper publishers". But what about "newspaper editorship" (see Web.Ref.) ?
It seems to me that "editorship" properly refers to a position (= "direction"), better than "publishers" (which refers to individuals).

Stick with 'newspaper(s)', rather than 'publisher(s)', since many newspapers these days are just parts of bigger media empires. Sure, there's no question of who calls the editorial shots in Rupert Murdoch's empire, but he's not who they have in mind.
