I think it's more than just 'surrounded by a rectangle' — the use of 'circumscribed' (if deliberate and precise!) definitely suggests the same idea as Gilles has proposed with 'éelimitation' or 'englobant' — that the presence / position of the rectangle specifically creates a boundary to separate one set of things from another.

ou elliptiques.
Ce n'est évidemment pas le rectangle qui est "rond", mais bien les angles droits que l'on peut modifier.
Plus de contexte serait judicieux. S'agit-il d'un logiciel de PAO ou de géométrie?

disagree Tony M : Although that might fortuitously be the case, that's certainly not what is meant here by 'circumscribing' / But no more context is required: the meaning in EN is quite clear and unambiguous. 'circumscribing' does not mean 'has rounded corners'
