This comes from a text on EU gaming law, on restrictions on gaming activities, in part, to protect consumers from "incitación al gasto desordenado". I don't quite understand the sense of "desordenado" here and how this would be translated into English. Any thoughts would be much appreciated.

One possibility. I don't think "incitement" actually works so well here; it normally goes with things like violence rather than spending. "Uncontrolled" is a reasonable option for "desordenado", I think.

inducement to unruly spending
This is another option. I think "inducement" might work well in this context. Quite commonly "inducement" is used for causation of a crime. I agree with Charles that the spending here is "uncontrollable" or "unruly".
