Well, applying the same argument, the four-core "manguera de 4 hilos would be 3 x 3mm2 conductors plus earth, but I agree it's odd and I would not rule out a typo (or rather at least 2 typos).

then what about the 3x3mm2 (3 x 3 sqmm) ? Unless it is shielded and the shield is used for grounding (unlikely).

@meirs You have a point. The only way I can make sense of it is that "4x3mm2" does not include the earth, the fifth core.

The fact that "manguera" normally means "hose" might lead one to think that is refers to a conduit, but in fact an electrical "manguera" is simply a cable with more than one core. In everyday usage, it is just called a "cable", but "manguera" is the correct technical term for a cable with two or more insulated conductors enclosed in an insulating sheath, like the kind of cable we use to plug things into the mains:

In English, it is simply called a cable.
