I don't know if there is a US English equivalent. Here is what I found on the WWW:

"Il s'agit du médecin généraliste ou spécialiste que le patient consulte sur recommandation du médecin traitant pour un avis ponctuel ou un suivi régulier."

So it is the doctor to whom one is referred -- I think we would usually say 'specialist' but the assureo definition states it can be a generalist or a specialist.

What about consulting physician? That term would encompass general physicians as well as specialists, as it focuses on the referral aspect rather than the specialization aspect.
