Homework / test Arabic to English Other Government / Politics GCC Conformity Marking

وضع شارة المطابقة الخليجية على المنتجات انما هو تصريح من قبل الشخص المسؤول بان :

I know it usually means "nothing but", however it doesn't quite fit here....
Might be a stupid assumption, but if they are looking to glorify this GCC why would they say "nothing but"?
Or is this just another way of saying ان ?
