I'm translating an email from an employee of an American company in Argentina - he's complaining about a real estate deal done by his boss... I need a good translation for "Factibilidad Municipal" in this context:

Hi Pamela Maybe something like "without first conducting a council feasibility study" / without first having a council feasibility study carried out." I'm not sure about the translation of 'municipal' here though. It would be helpful to have more context- i.e what type of real estate are we talking about, is it in a town, city?

Another option for "municipal" could be LOCAL FEASIBILITY STUDY".

Really need a bit more context as to where this real estate is - a city / town / village??

municipal approval

This will be perfectly clear to the reader of the email, and that way you do not have to go into detail as to what exactly was missing when it is not properly evident.
