Yes, I suppose it could. I guess that is a danger inherent in use of supply, because even if you replace on-site with in the workplace the same inference could be drawn. Does the Arbeitsplatz in the original mean a specific workstation or the factory as a whole?

Thanks, but wouldn't "on-site supply" imply that the rest is stored off site, i.e. not even at the factory?
