When the Analysis Engine decides that a FRU needs service, it indicts it. Indictment simply means that a service action is needed for the indicted FRU. Indictment records contain additional information about the fault, such as related components and affected sub-FRU components

The sense is "accusation" rather than "conviction", and indictment does not mean taking the FRU out of service. The indicted FRU is under suspicion.

"Indictment" can be followed by "acquittal": the FRU which is "indicted" (with which an "issue" is reported) may turn out not to be the cause of the system fault:

Each indictment links the indicted FRU to every other FRU indicted as potentially causing the detected fault. My answer is a paraphrase of "indict" rather than "indictment". For the latter, perhaps "reporting as possibly or probably faulty" might be a way of expressing it. A single-word synonym, similarly metaphorical, might be "incrimination".
