I have seen this phrase has appeared on ProZ before, but still not quite sure how to translate it in this context. I have seen tax contributions, bit it seems as if here, it may be public rental fees or something like that. These "prestaciones patrimoniales" are contrasted against "private prices". Here are a couple of examples:

independencia del pago de las "prestaciones patrimoniales de carácter público" por la utilización del recinto aeroportuario para la prestación de servicios de asistencia en tierra que no se encuentre gravado por otra contraprestación específica...

En el caso de "prestaciones patrimoniales", el plazo de ingreso de los importes de las facturas será...

Los pagos vencidos y no satisfechos por el agente que tengan la consideración de "prestaciones patrimoniales" públicas, estarán sujetos a lo dispuesto en los artículos 161 y siguientes de la Ley 58/2003, de 17 de diciembre, General Tributaria

It's a very broad concept and I don't think there is a precise equivalent. It's not a tax as such.
