graduate in Settlement Design
DAH stands for "Diseño de Asentamientos Humanos", and its appearance before the name, in typical Mexican fashion, refers to the fact that the person has a "licenciatura" in that subject. It's a variant of architecture.
"DAH. Israel Victoria Lona
Director General del Instituto Municipal de Planeación, Implan Mazatlán
Licenciado en Diseño de Asentamientos Humanos por la Universidad Autónoma Metropolitana"

Literally, then "human settlement design", but frankly I think you could omit "human", since it's really understood by default.
"Settlement" is the basic meaning of "asentamiento". You might think that here it would refer to designing homes, but in fact it does seem to refer to rural settlements, so I think "settlement" is the right word.

By the way, I'd use "graduate in" to evade the perennial problem of how to deal with "licenciado/licenciatura", since it is and yet is not equivalent to a bachelor's degree.
