Japanese term

消防危第162号

Japanese to English Tech/Engineering Construction / Civil Engineering Related to Law/Act
The entire line is 「防油堤の構造等に関する運用基準について」消防危第162号.
I was wondering the meaning of 消防危.
(FYI, my translation for 「防油堤の構造等に関する運用基準について」 is "For Operation Standards Relating Oil Retaining Wall Structures"

I believe it has to do something with 消防法 - Fire Service Act/Law.
And not quite sure about 危.
Possibly an abbreviation of 危険物 - hazardous materials.

Any idea/comment?
How would you translate?

Type of document: Techinical
(the topic is about aseismic construction design for disaster prevention equipment)

Thanks,

Notice No.162 of the Office of Hazardous Materials Regulation

消防危第162号は、昭和52年(1977年)のものですね。
発していたのは危険物規制課で、現在はこの名称は存在しません。

そのあたりをどう処理するかですね。

Notification No. 162 of the Dangerous Goods Safety Office, FDMA

If you check the pdf file here:
http://www.fdma.go.jp/bn/2013/detail/814.html

The 消防予 seems to correspond to the 消防庁予防課, and 消防危 seems to correspond to the 消防庁危険物保安室. So, 消防危 would seem to be a contraction of 消防庁危険物保安室, or perhaps even 消防庁危険物保安室長.

The translation of 消防庁危険物保安室 would be FDMA Dangerous Goods Safety Office as described here:
http://www.meti.go.jp/policy/chemical_management/int/ghs_coc...

消防危第162号 does not include "通知" to show it is a "Notification", but the three links below all refer to "消防危第162号通知":
http://www.city.yokkaichi.mie.jp/syoubou/download/data/d03/b...
http://www.tank-hiiragi.co.jp/point_soto.html
http://www.119-sys.jp/the-firefighting-headquarters/yobou-ka...

Elsewhere it is referred to as "消防危第162号通達", where 通達 can be translated as "Notice".

So possible names would be:
(通知)
Notification No. 162 of the Dangerous Goods Safety Office, FDMA
Notification No. 162 from the Director of the Dangerous Goods Safety Office, FDMA
Notice No. 162 from the Director of the Dangerous Goods Safety Office, FDMA
