I don't think "workforce" works here... this is a hospital's slogan.

@ Asker I was going to suggest "backbone" because I think it fits perfectly except for the fact the "work" alone doesn't cut it for me. Then I thought about labor but you said already. Bottom line, "Health is the backbone of the labor force". I can live with that. :0)
