..stillas bygget fra bakkenivå og opp ikke mer enn 38 m eller til maksimal spirlast i bunnkonstruksjon/ etasjehøyde oppnås.
I have translated "spir" as "standard", but I don't think "standard load" is correct. "Tensile load" maybe?
A google search yielded: upplagsreaktion (a Swedish article). Not sure if this means "reaction force".
Just to mention that in the file I'm translating there is also belastningssklasse, which I've translated as load class.
