This is from a Saudi high school transcript. The "النهاية الصغرى" for each class is listed as 50, while the "النهاية الكبرى" for each class is listed as 100. I assume النهاية الكبرى means the highest possible grade. But is النهاية الصغرى the minimum grade possible, or is it the minimum passing grade?

IMHO, I don't go for the literal translation to be minimum
The purpose of writing النهاية الصغرى is to differentiate it from the النهاية الكبرى.
I do not think we should translate النهاية الكبرى as the maximum grade. I will go for something like (out of 100 or any other similar solution...)
At the end of the day, there are students who may have scores lower than that so-called "minimum grade". SO, it's all about the parameter of passing or failing.
