: Creo que podría ser así. Incluso podrías dejarlo en final settlement of the works, porque creo que aunque los abogados hayan explicado que es el documento, en este caso se refiere más bien a un momento.

I would have thought this just meant "settlement of the balance due". Your client says it also includes a report on the work, so we have to take their word for that, which is why I've put "report and" in brackets.
However, the last thing that happens with any project is that the money gets paid, so I think you could just say "until the final payment is approved" for "consentimiento de la liquidacion de la obra".
