Unsure as to whether "blow off" means remove/eliminate, modify or reduce the performance, and do not know if the "running gear" are all immersed moving parts or other

here "to blow off" literally means that
the electrical current generated by electrolysis creates a strong electrical repulsion between the coating and the metallic parts it's supposed to protect;
IOW the metallic surface is "rejecting" the coating and the coating is pushed away the same way it would be if an explosive was coated (obviously, not so violently)
Limitations
The Propspeed system has been refined to give exceptional performance to boat-owners around the world, allowing more time spent enjoying your boat and less time maintaining it! As with any product, to ensure optimum performance there are a few limitations that need to be considered:
Preparation is key, and the correct application of Propspeed is crucial to obtaining the ultra-smooth final coat. We strongly recommend a trained applicator is used.
The minimum temperature for application is 5°C, with a maximum humidity of 85%.
Electrolysis of a vessel or even a vessel nearby can blow the coating system off the running gear.
Propspeed is a soft coating and is easily damaged by mechanical abrasion, fishing tackle or ropes around the running gear. Vessels used in sandy shallow areas may also be affected by the propeller tips being scoured.
Propspeed is not recommended or approved for use in aquaculture or for contact with food products.

THEORY
Electrolysis only happens when two dissimilar metals are immersed in an electrolyte and connected together. The dissimilar metals have different electrolysis voltages so if you connect them together current flows through the connecting wire one direction and through the water the other. As the current leaves one metal to travel to the other, it causes metal to come off one surface and be deposited on the other like battery plates so the higher voltage metal suffers electrolysis. Electrolysis can also occur when an adjacent structure or boat is injecting DC current into the water and that current goes in one end of your boat and out the other on its way to the destination. This can cause electrolysis even though your boat is not an offender.

Marinas with 400 wolts supply to vessels are more prone to neighbours vessels being affected. XXX clear coat is a soft coating and is easily damaged by mechanical abrasion, fishing tackle or ropes around the running gear.
