remnants of machining holes
It would seem that the process begins with a metal plate that has holes from machining. When this plate is then pressed, the holes show up as concavities the areas of excess metal. So your sentence would read "concavities in excess metal are remnants of original machining holes"

: Well seen! and good image selection This surface finish is more likely to be parallel than perpendicular to the material. What to call this? see discussion)

Discussion
The idea of this finishing process is the same whatever the material worked -- namely: "a method of smoothing for safe/comfortable manual handling, the surface of some semi-processed material while preserving its natural/acquired texture as a decorative feature ."
http://ejje.weblio.jp/sentence/content/”木材表面の目残法”.
So for wood, the fitting equivalent could be "wood grain look" finish

Now, have I gone too too far, here?
After all, the term queried is not "目残法”,but "加工目残し".
In other words, is the original referring to the "undesirable result"of some earlier processing step =加工目残り? or to the "effect sought and achieved" through some particular process = "加工目残し"?
Only you, Helen can supply the answer to this, from the broader context in front of you. Can you give us a clue on this point, perhaps? :-) Cheers and thanks.
