Language? I assumed that, as you had posted this as French to English, it was really English monolingual. I note that others have assumed you meant it to be English to French.

I am not a native French speaker but for the first part you could use verbs:
(il s'agit.... d'optimiser l'avenir des enfants, d'améliorer leur état de santé et leurs perspectives d'avenir.
