Je pense qu'il faut le prendre dans le sens de "faire du battage, de la réclame" (d'autant qu'il semble qu'on poursuit dans la ligne dict. de synonymes! ;-) :

: dans un bail?!! Racoler = PÉJ. recruter par des moyens plus ou moins honnêtes; accoster dans un but de prostitution. (Bien sûr, ce serait probablement interdit aussi, mais certes pas dans ces termes!)

: that would surely apply to "ticket touts", but not really in general to anyone "touting its wares" - i.e. just being a right pain in the neck, without doing anything that would be strictly speaking illegal.
