Road construction project. What I am wondering is whether the ازدواج means dualling the road/making it a dual carriageway or does it somehow refer to the 'maintenance and restoration' and means 'both' but I don't think this works with the grammar. It is different to the name of the project used elsewhere, which has always just been about maintenance, so I'm trying to work out whether the project is actually about 'dualling' a road or just 'maintenance and restoration'.

the lanes are created on the road for other proposes, for example the road may contains lane for the passenger cars while the other lane is designed for the trucks and heavy traffic.
while the two-way road refers to possibility of incoming and outgoing traffic car.
