The cell suspension of Paragraph [000259], further comprising retaining said cell suspension for administration to a patient when said sample contains less than about 13 micrograms of said non-human protein per milliliter. Il faut que ça puisse se relier logiquement au début de la phrase....
C'est la description, donc un peu de souplesse est permise. Ta solution me semble acceptable et va dans le sens de ce que veut dire l'Anglais. Juste mon opinion évidemment.
A mon avis, il faut cette fois s’écarter de la sacro-sainte traduction "comprenant/consistant" (c'est la description, plus souple que les revendications) pour quelque chose comme :
La suspension cellulaire du paragraphe [000259], IMPLIQUANT EN OUTRE de garder ladite suspension ….
As CF says, the expression originally asked does not appear in that text extract (which as you say, DOES make sense); but so far, Asker has not given us the correct text extract in which it DOES appear. We're all still waiting...

Pas plus joli que l’anglais et comme le dit Catherine, un brevet est souvent mal écrit, c’est dommage mais c’est ainsi et c’est du "parfait" langage brevet (et encore, je n’y trouve ici rien à redire par comparaison aux brevets japonais …).
de toute façon même si un brevet est mal écrit, il ne faut pas trop chercher à faire une belle phrase française, mais plutôt laisser la bizarrerie telle qu'elle existe en anglais. C'est dommage, mais c'est comme ça... Avec une note au client éventuellement

La phrase originale est très maladroite et manque des signes de ponctuation... mais comme traducteurs, aussi pénible que soit notre tâche de compréhension et de décodage, nous devons traduire et non pas inventer.../réinventer / remanier, re-rédiger ou corrompre l'original... Tel est notre sort.... Bonne besogne.
