I think this means 'indirectly' or 'online'. Or could it have something to do with referral? Do you agree?

In response to John's comment, the way I understood it was 37,606 homes were visited by going house to house and that 801 homes were visited as a result of referrals, whether through word of mouth on the doorstep or using health records, or some other referral mechanism.

I found another document, this time with a Brazilian URL from the UN, about combating diseases, including malaria, where canalizar is used the way I've suggested, if that helps at all:

I've heard it used this way in speech, although I don't remember seeing it that often, if at all, in documents.
Having said that, here's an example of its use in Mexico:
"Antonio Trespalacios Guerrero, titular de l Coordinación Estatal de Atención a las Adicciones, dijo que se trabaja para seleccionar a cuatro centros privados de atención a personas con problemas de adicción, con el fin de atender a la gente que por orden de un juez sea canalizada a recibir tratamiento médico o psicológico, de acuerdo a la nueva Ley contra el Narcomenudeo."
