Ao meu ver, a palavra "registro" ou "arquivo" é chave. O "competente" seria um penduricalho desnecessário.

Concluo, sugerindo a tradução acima que me parece condizente com o papel exercido pelo conciliador no Juizado Especial Cível (JEC).

'"Court of record" es una expresión no demasiado usual del "Common Law" anglosajón, con la que se alude a un tribunal que lleva un registro escrito de sus expedientes. Esta especificación es innecesaria en la tradición jurídica continental, en la que todo tribunal ha de dejar constancia escrita de sus actuaciones. Enrique Alcaraz y Brian Hughes, en la entrada "court of record" de su Diccionario de términos jurídicos, proponen la traducción: «tribunal ordinario». 'Court of Records' julgo ser um tribunal que julga causas de menor importância. A designação 'Tribunal de Pequena Instância' é portuguesa, não faço ideia de qual seja a brasileira. Talvez também não fosse de traduzir. Curiosamente, Rockland não figura entre as comarcas do Estado de Nova Iorque que têm esse tipo de tribunal, mas o que vale é o que diz o documento, não é verdade?

Entretanto põe-se o problema de como traduzir. Ora, a falta de correspondente no nosso sistema torna isso particularmente difícil. Só me ocorre uma perífrase explicativa e refaço a minha anterior proposta assim:
