This is another term from the Mozambique law 14/2009 that regulates civil servants. It is in a list of documents that civil servants needs to present to apply for their retirement pension.
"b) sendo exator de Fazenda, o documento demonstrativo de que se encontra quite com o Estado;"
It looks like "tax collector", but why would a tax collector have to prove he has settled with the State? Unless it is an entity that collects taxes on behalf of the State, such as the lottery houses in Brazil, where one can pay some kinds of tax which would then be passed on to the State. Remembering that this refers to an individual (civil servant) who is applying for their retirement pension, not a company.

: Is a public treasury collector the same thing as a tax collector? You haven't dealt with "em diligência de rigor". According to your reference, an exator is a specific type of tax collector.

Based on the context and although "exator" does mean "collector," this looks more like "taxpayer" than "tax collector". The civil servant has to prove he has "collected (?) or paid" his taxes and contributions, which would be the case in Brazil, for example. I suggest you use "taxpayer" and let the client know that you made this change.
