CCCM seeks to complement, not supplement or replace existing government structures; it lends expertise and builds capacity as necessary. Two of the three CCCM roles (CA and CM) are often assumed by national or local authorities. Ultimately this also suggests that CCCM interventions need to be designed with a handover/exit in mind, especially where internal displacement is likely to remain protracted.
