no se les pueda aplicar una infracción a causa de disposiciones anteriores desfavorables
El término "grandfather" va entre comillas porque no se enfoca en la exención, sino su clave es la aplicación de una política/ley, etc. (que sea) en relación con un estado (status) anterior. Véase comentario de loburn (X) en la conversación de Proz indicada: "Now the phrase is used to apply to a situation where you are exempted from a new law because of some pre-existing situation. (Today it is more often used to describe gracious allowances rather than discrimination.)" En vez de ser favorables, como bien redacta Mara, se refiere a no seguir siendo penalizado en el futuro, cuando se aplica tal política, por sus infracciones ahora (que, cuanod se aplique la política, serán "anteriores". Quizá se podría mejorar la redacción, pero creo que es el sentido correcto.
