fixed in rotation

an adapter for a prosthetic limb
"This device is fixed in rotation, but provides shift along the sagittal plane"

Does it mean that the device does not rotate or it rotates to a limited extent or something else?

Apparently it means that the range of movement is limited.

I can see why you posted this, because it's not immediately clear. Several of the hits I found were translations from French and other languages. My guess would be "unable to rotate".

I think it means "does not rotate".
