We fully recognize that there is a valid need for the services of "NN" in B&H to provide statutory/compulsory licensing services. This is especially important in television uses, broadcast, cable, and satellite uses wherein the clients who use the music play all different kinds of music and have no practical means to directly license all of the music that is being played on their transmissions and broadcasts. Accordingly, please note that the aforementioned direct licensing activity is not a territorial exclusion.

Postoje licence koje su isključivo vezane za odredjenu teritoriju, na primer, teritoriju jedne države. U ovom slučaju nije u pitanju teritorijalna isključivost, tj. postupak licenciranja nije isključivo vezan za odredjenu teritorija.

is ambiguous.
Normally a "territorial exclusion" clause would mean that a contract (an insurance policy, for example) is not valid / not applicable in some specified territories, but I can't see how it would make sense in this text.
Without knowing all the details of this dispute, I would interpret it as:
"the fact that we want to directly do the licensing for a limited number of rights shouldn't be interpreted as us trying to exclude you from your own territory"
but it's no more than a guess.
You need to figure out from whose viewpoint and in relation to what contract this behaviour could be considered as a "territorial exclusion". You need th whole ST for that.
