FRANCE. This appears in a list of billing software strings, the rest of which are in Spanish. It may be from Canada, I'm not sure. There is no further useful context. All the previous strings have been different types of invoice, but in Spanish. I think it may refer to a metered bill for utility services, but my French is rusty and I need confirmation.

From what i found, it seems like metered services are used to refer to a "traditional" public utility, such as electricity... and measures services apply to cloud computing.

"Measuring power used" is perfectly natural language. Metering is the process involved.
Lots of things are measured as part of a service, of course, for example building floor space, land area, etc.
