I am also not sure how to interpret this, but it appears they will apply this 8% margin to all values related to vehicle sale price, this may perhaps include other secondary values such as accessories, insurances, etc. but I am really not sure.

"with regard to" could also be replaced with "in all matters referring to" or the other suggestions that others have already made.
How I would draft it if drafting it in English in the first place rather than translating it, and therefore what I think it means:
XXX's profit margin on vehicle sale prices shall not exceed 8%.
