for them to become settled/lay down roots

Another idea:
... for them to become settled/reintegrated into their home communities
... for them to lay down roots/reintegrate into their home communities

Example sentence:

Association of the Greater Moncton Area (MAGMA) helps new immigrants and refugees to become settled in the community.

Even more so than other immigrants, refugees take steps to lay down roots ...

creation of local connection

One of the senses of arraigar, from RAE: "Establecerse de manera permanente en un lugar, vinculándose a personas y cosas"

Also: "Echar raíces"

This has given me the idea of linking and connection that could be more more idiomatically apt in English, although not semantically perfect (no direct equivalent here).
Example sentence:

Establecerse de manera permanente en un lugar, vinculándose a personas y cosas.
