We have seven million tonnes of forward shipping booked by buyers for grain.
In total we have over X buyers in our system, and so far this season, 23 are posting prices and/or have bought grain.

Does that mean they are stating the price they are willing to pay?

stating prices

"Posting" here means stating, making people aware of, their prices
"Posting" can mean putting up a poster but these days usually just means putting a message or announcement on a website or elsewhere

Don't forget that this is "forward shipping" so forward buyers need to state prices they are willing to pay in advance

They post the prices at which they are willing to pay probably on a website.

I think you are right.
