: breakdown cover insurance is insurance against a car breaking down (failing mechanically), though your are right that breakdown could be used in this context.

Sorry Sergei, I don't like the word 'consolidated' at all. I don't really see how it could be used here. I'm pretty sure that we don't say 'consolidated by' very often. (I may be wrong however - it just doesn't sound right to me).
We do however say 'broken down by'. You can break data down into all kinds of categories - years, age, colour, model and so on..This is fine!
For your info, the Oxford (UK) Russian/English dictionary also gives 'from the point of view of' and 'in the context of' . These don't fit for your example, but they might be relevant to a future translation.

Further to you saying that the original is very \'serious\' , I would say that a lot of English \'official\' reports are being written in more accessible language these days. I think that official Russian is \'heavier\' than official English and less concise.
If you put the following into Google:
UK government \"broken down by\"
you will find lots and lots of official British government reports using the term \'broken down by\'.
