"expédition" indeed means: forwarding, dispatching sending BUT also "copy" or "release".
"façonnage" in this context is "processing"
If I take the end of the sentence: "... au moment de l'expédition par le façonnage des bulletins de salaires."
It becomes: "... which is when the pay slips are processed and dispatched / sent out."
