Needs a bit of paraphrasing in English, I think. Collins gives "development" as one of the English equivalents for "valorisation" when applied to a "region, terrain ou patrimoine", so it could even be "the development of the road network". I don't think that "road space" would mean an awful lot in English.

: I don't think "road space" has any clear meaning in English. "Espace" has the sense of "area" or "environment" in French, but the general English word "space" does not convey that at all.
