It seems to be a muddle of all the Scandinavian languages, but I suggest the following translation:
Subsequent to a collective professional evaluation of the information, it must be considered to be documented that a person with the specified functions either immediately or following a more exactly specified achievement, cf. 16, can become self-supported.

Seems straight forward to me (although I'm not a native Dane). I got this straight from the dictionary. There was only a couple of spelling errors.

After a through professional evaluation of the information in the document has been taken out, a person with the functions that are concretely stated either directly or by a more specific informer cf. 16 can take care of themself

"ma anses for dokumenteret" Don't you think this means that it can be considered as documented or demonsrated?
