Am not sure what is meant here. I know 'buiten dienstbetrekking means contracted work, how does zelfstandige uitoefening relate to this?

It depends what type of work the "ondernemer" is offering, but aren't they offering to carry out the work as a "freelancer" or as "part of their own business"?

I.e. ...the "contractor" is prepared to carry out this work as part of their own business...
