You'll probably need confirmation from someone with a knowledge of Dutch law, but I think it means paragraph. When translating German laws into English, Para. 3 is often omitted and replaced with (3).

: Although when referring to Acts of Parliament, it is customary to refer to 'section' and 'subsections' rather than 'articles' and 'paragraphs' (see Vixen's reference).
