As to "执行委员", you need a committee to go with ==>Executive Committee Member...
However, without any context, one can only wild guessing arround...

: In HK (at least), this means 行政（领导）... You bet, it's just a title... the Gov head in HK is actually called "Chief Executive"... cheers

Thanks NK!! But 行政（领导) copes bettre with "Administrator" or "Administration Director", may be you are referring to "Executive Level" of position?

主管...again, depends on the context given. Executive is the one who makes things happen, yet 主管 is more of a boss, superior, person in charge... not exactly for the word "executive", but rather for the "executive level" poistion.
