commission ist hier in seiner Bedeutung als "Vollmacht".
Das hat nichts mit einer Kommission zu tun. Das ist vielleicht in der Schweiz der Fall, aber auf den Philippinen ist es eine notarielle Vollmacht. Dazu gibt es auch das Antragsformular: Petition for notarial commission.
