Ich denke, der Satz sollte so gelesen werden, dass sich das „to“ auf amounts bezieht und nicht auf die trustees, also:
to certify to such amounts and collect - from the trustees of the trust agreement referred to in Article Fourth of the will - such amounts
to certify to - etwas bestätigen (hier: Geldbeträge in einer bestimmten Höhe)

Ja, die (Höhe der) Geldbeträge bestätigen; es mag sein, dass diese Bestätigung dann in der Tat "gegenüber den" Trustees geschieht, aber grammatisch ist das m.E. nicht impliziert.

oder auch „eine Erklärung über den für ... nötigen Betrag abzugeben ...

Johannas Lesart ist natürlich auch sehr einleuchtend. Ich denke, rein von Satzbau und Grammatik her sind beide Interpretationen möglich (und es kommt ja im Prinzip auch auf das Gleiche heraus).
Folgender Text aus den USA zeigt, dass der Bezug „to certify to the trustees“ durchaus auch möglich ist:
