The device was developed in the 1970's by Esso A.G. of Hamburg, Germany, based on a similar British device that had a rubber tire. The machine was originally called the Esso Wheel-Tracking Device. The City of Hamburg finalized the test method and developed a pass/fail criterion to guarantee that mixtures that pass the test have a very low susceptibility to rutting.(1) This device costs $60,000 and is shown in figures 1 and 2.
