English to Russian Tech/Engineering Environment & Ecology exposure assessment of sodium carbonate
In addition environmental risk assessments have been already conducted under Directive 91/414/EEC and are considered sufficient to address the direct environmental exposure of soil and water to co-formulants from uses of plant protection products.

Как вариант, в более полном виде вторая половина фразы могла бы звучать так: ...решать проблему прямого экологического воздействия на почву и воду неактивных веществ, входящих в состав средств защиты растений при использовании последних.

A chemical within a pesticide formulation,other than the active ingredient.

Ex of co-formulant:
As used in the specification and claims, the term coformulant de- signates an ingredient such as: a watersoluble pesticide, i. e. a herbicide, fungicide, insecticide, plant growth regulant, or the like; an antifreeze agent, i. e. ethylene glycol, propylene glycol, glycerine, urea, or the like; an antifoam agent, i. e. si- licon, or the like; a suspending agent, i. e. silica, MgS04, or the like; a thickener, i. e. clay, polyvinyl alcohol, polyvinyl- pyrrolidone, polyacrylamide, or the like; a preservative, i. e. formaldehyde, methyl or propyl parahydroxybenzoate, sodium benzoate, or the like; a surfactant such as a dispersing agent, a wetting agent or the like; or any standard inert ingredient con- ventionally used in agricultural suspension concentrate composi- tions.

В русскоязычной практике при описании состава пестицида часто используется связка "действующее вещество" - "наполнитель" (active ingredient - co-formulant)
