The dominant word in this query is 'acting'. In this context, it means that the properly-appointed / properly-elected Premier is out and that some other official took temporary charge of his duties, presumably until another premier could be properly placed into the office and take over the duties.

In reference to other Answers, I am not sure that I think 'actuante' means this. It has a different connotation, at the least.
