QUALITY AND CONDITION
Final at load as per certificate(s) issued by a first class international surveyor at Seller option and expense. Goods to be shipped in good condition. "As it is" quality and condition shall be considered as satisfactory.

It it to say that quality and condition of the goods are to be finally checked at the time of loading and they should correspond to those given in a certificate issued for those goods?

The subject is the certificate, so the quality and condiation are both to certified as described in your text.

I would fill out the shorthand as follows:

Certificate(s) [will be] issued by a first class international surveyor, at Seller option and expense, [which will thus state the] Final [quality and condition] at [the point] of load[ing].

THE FOLLOWING FROM THE US GOVT REFERS TO A SIMILAR SITUATION:

Inspection Certificate

Weight and Quality certificates should be provided in accordance with governing USDA/GIPSA regulations for loading at port and loading at source/mill site as appropriate.

Costs of all inspection, certificates/ documents at the load port are usually the responsibility of the seller.

The phrase talks about the quantity. It only refers to the "condition" part of the "quality and condition".

The paragraph talks about the quality later:
- in good condition
- satisfactory "as it is".
