First, industry insiders (managers who have five or more years’ experience in the new organization’s industry) take hold much more quickly than do outsiders. Insiders begin with a larger wave of action and their actions tend to be more basic.
Whatever the author means by @basic@? Deeper? Simpler? Larger in scope?

It's a little hard to follow just what your context is really about, and also, is this EN reliable, native-speaker quality? I almost wonder if 'basic' is the word that was really required here.
Assuming it is, then I would interpret it as meaning that the actions these 'insiders' take have an impact at a more fundamental level — and hence, possibly more far-reaching (so maybe close to your idea of 'deeper'). Because they know the industry so well, they can act in places where it will really make a difference.
I think 'basic' here is being used as an antonym of 'superficial'.

I don't particularly like the word combination. I would go with "approach" over "actions"
