The term appears in the short sentence “Monitor for balance, note quota requirements”. This is a piece of instruction that the questionnaire designer is giving to the interviewer. Does anyone know what “balance” means in this context? Thanks in advance.

Perhaps it could be reminding the interviewer to keep an eye on whether everyone they speak to is male/female or young/old.

This is my best guess given it says they should "note quota requirements" - perhaps their quota says they must interview 50% men and 50% women...

agree  Sheila Wilson: I'm not sure that "bias" is really the best word, but I agree with the principle. I suspect they aren't supposed to ask 50 old women, followed by 50 young men, etc - they must keep the balance right from interview No. 1
