I know , but if we only have terms - abuse and dependence - your definition of pre-empt - "acquire in advance" fits into American Psychiatric Association definitions of both - first comes alcohol abuse which may or may not lead to alcohol dependence

abuse stems from dependence; dependence creates conditions for abuse; dependence fosters abuse

there is not enough context to say with absolute certainty, but:

1. it could mean "abuse follows after (or grows from) dependence" - by dependence the authors meand dependence on alcohol, when drinking a shot or two is not just pleasant, but rather necessary for a person. Abuse comes later - when NOT drinking is highly uncomfortable for a person.

2. It could also mean (and I think this is the most probable option) "Dependence creates grounds for abuse" as "preempt" means not only "precede", but also "give smb. a right of first choice". So abuse can develop from dependence - dependence creates grounds for that.

neutral Ken Cox : This is certainly not the normal meaning of 'pre-empt', which is 'take action to prevent of forestall something' or 'acquire in advance (of others)' (similar to 'reserve').

Thanks - I did not see the phrase having the regular meaning of preempt either. Just what I thought it might be - thus the confidence level.
